Andrew Johnson -- the
founder and managing partner of JRPB -- has been active in
real estate development, public finance and public law
throughout his 23 year career. Before founding the firm in
1987, he served as Director of the Public Finance Section for
a prominent 60+ attorney firm, where he gained experience in
representing the issuers of public debt. Johnson has acted as
bond counsel on many refundings, general obligation bonds,
revenue bonds, and housing bonds for issuers such as the Texas
Housing Agency, the University of Houston, The Southeast Texas
Housing Finance Corporation, Fort Bend Independent School
District and numerous utility districts. He has also served
clients in the Legislative arena by drafting, monitoring and
tracking specific legislative initiatives.
For more than two
decades, Johnson has been active in the creation, operation
and financing of municipal utility districts and has served as
general counsel for several water districts for over twenty
years. During this time, he facilitated the creation of the
districts, negotiated various joint use agreements and
developer contracts, and handled various other water and
wastewater issues for both developer and resident boards.
