Robin Bobbitt joined
the firm as Of Counsel in 2001 and became a Member in 2002.
She has concentrated her practice in the areas of public
law/public finance and has represented municipal utility
districts, water supply corporations and other governmental
entities as general counsel and bond counsel in Harris, Fort
Bend, Brazoria, Montgomery, Sabine, Travis and Waller
Counties.
She currently serves as
general counsel to the North Harris County Regional Water
Authority and to the Association of Water Board Directors -
Texas (AWBD). She is experienced in representing public and
private entities on issues such as construction, financing and
operations of public facilities, annexation and de-annexation
matters, creation and dissolution of districts, interlocal
agreements, standby fee applications and controversies, water
law issues, election law matters, as well as on
legislation/lobbying matters.
Bobbitt is a frequent
speaker at utility district conferences, the Texas Chapter of
the American Water Works Association, and AWBD-Texas and has
made presentations on such topics as: “New Laws Pertaining to
Municipal Utility Districts”; “How to Hold An Effective
Meeting”; “Surface Water Regionalization in the Houston Metro.
Area ”; “So You Need An Easement.”
